Abed Tobey
Founder
Abed Tobey is a passionate and purpose-driven WASH expert. He is the founder and visionary leader at the Water, Environment, and Climate Action Network (WECAN). His vision is rooted in transforming communities through sustainable water management, environmental protection, and climate resilience. His career is dedicated to a deep commitment to improving lives by tackling the complex challenges of water scarcity and poor sanitation, particularly among vulnerable populations.
His ultimate vision is to contribute to building a resilient and sustainable society where access to clean water, dignified sanitation, and a healthy environment are not privileges but rights for every person. Through his work with WECAN, he continues to champion community-led solutions that foster environmental stewardship and improve the quality of life for current and future generations. He holds a Master of Science Degree in Water Management and Governance from the IHE Institution for Water Education in Delft, the Netherlands.

David M. Seward, Sr.
Co-founder/Board Chairman
With over 18 years of public service experience, David M. Seward is a seasoned policy expert, educator, and public administrator with over 18 years of experience driving transformative change across education, governance, and public sector reform. As chairman of the board of the Water, Environment, and Climate Action Network (WECAN), he leads the organization’s efforts to advance community-driven solutions for sustainable water management, environmental restoration, and climate resilience. Under his leadership, WECAN envisions a future where communities thrive in balance with nature.
Mr. Seward served as Senior Policy Advisor to the Government of Liberia, following his tenure as Chief Economist at the Ministry of State for Presidential Affairs. Between 2017 and 2019, he served in the Office of the Minister of State for Presidential Affairs, contributing to key national policy initiatives. In addition to his government roles, he is a respected academic, lecturing in the Department of Public Administration at the University of Liberia.
He is a Ph.D. candidate in administrative management at Huazhong University of Science and Technology (HUST), a reflection of his commitment to advancing institutional development and public sector efficiency. His diverse professional background includes roles such as finance officer for River Gee County, fisheries inspector at the Bureau of National Fisheries, and lecturer at several universities in Liberia.
Mr. Seward is also a published author, contributing articles on healthcare, public policy, and governance reform. His steadfast dedication to climate justice, policy innovation, and educational advancement continues to shape his role as a transformative leader guiding WECAN’s mission and impact.

Harrison N. Paye, Sr.
Executive Director
A qualified civil engineer with over 10 years of experience, Harrison N. Paye specializes in overseeing and monitoring urban water and sanitation projects with the Liberia Water and Sewer Corporation (LWSC). His expertise lies in designing, implementing, and supervising water supply systems, sewer networks, and urban drainage solutions that improve public health and environmental sustainability.
He holds a Bachelor of Science in Civil Engineering from the University of Liberia, complemented by specialized training in key technical areas, including
- Pricing for Road Contractors, Engineers, and Managers, sponsored by the Liberian Swedish Feeder Roads Project.
- Sewage and Urban Drainage Management, organized by the Japan International Cooperation Agency (JICA) in Tokyo, Japan.
- QGIS for Hydrological Applications, with advanced skills in georeferencing, vector and raster analysis, map algebra, catchment delineation, and map design, completed at the IHE Delft Institute for Water Education, Netherlands.
Driven by the belief that “water is life and sanitation is dignity,” he is deeply committed to ensuring that every drop of clean water and every safe sanitation system contributes to healthier communities, greater resilience, and improved quality of life for all. His work empowers communities, safeguards public health, and builds a sustainable future.
